About the Program
This program uses Community Development Block Grants
(CDBG) funds to rehabilitate and retrofit homes in communities in Kosciusko County. Housing Opportunities of Warsaw (HOW) has administered 12 grants of over $2.5 million. Owner-occupied homes that are owned by low- to moderate-income people and families receive rehabilitation for safety and energy efficiency and are retrofit for disabilities. United Way funding for Day of Caring provides match dollars through volunteers and materials to access these grants.
Loans are set up with an affordability period and, depending on the income, the homeowner may pay back a portion of the loan at 1-3% interest. Winona Lake and the City of Warsaw have established revolving loan funds
through the state in which they can keep all funds coming back for affordable housing activities. These funds provide owner-occupied rehabilitation to homeowners when there is not an active grant administered by HOW.
